speed. whether you prefer the policies of john boehner or you prefer the policies of nancy pelosi, if you just compare them, te technocratly speaking, nancy pelosi never lost a vote. she never once got so confused and lost control of the group she was supposed to be leading, she never got caught out saying something was going to pass. she never put up something to pass and had it fail. whether or not you like what nancy pelosi stands for, as a speaker of the house, nancy pelosi was good at her job. john boehner is not good at his job. we've ventured this as a hypothesis very early on in his speakership, i mean right from the beginning. it seemed like there might be something amiss, right? on the first day as speaker, he tried to have republicans pull off the stunt where they would read the whole constitution from the floor of the house. but even on day one, john boehner could not manage his own symbolic gesture. they skipped parts of the constitution. they skipped parts they did not like. and some parts they skipped because they were reading it out of a loose leaf binder and the pages

indications of what happened in the meeting. i'm told by nancy pelosi's office that she's saying senators reed and mcconnell will try to come up with something. they also said that speaker boehner said in the meeting that he won't move anything until the senate moves first. and nancy pelosi called the meeting constructive and candid. that's the first indication we have on the record from one of the leaders about what happened in that meeting. all eyes are on the 6:30 p.m. house reconveninreconvening. what if anything will they be able to vote on? we don't know the answer as of now. we do know the president did not make any new offers in the meeting today. >> it is staggering for the president to call the congressional leaders in at 3:00 on a friday and tell them to come up with a plan, when that could have been the case this morning. to give them time to come up with a plan. >> you're right, i think based on what we know now publicly it would appear that the white house sort of let the expectations game get ahead of them here. because there was talk in washington early on in the

secretary, congressional leaders headed back to the capital without a deal. nancy pelosi insists some progress was made. disgorge by reports the would not be a deal todaythe dow closed down. the president did not make any new offers. congress should least extend tax cuts for everyone making $250,000 or less, and extend long-term unemployment benefits. democrats said have enough votes in the house and senate to pass the president also version of a short-term plan, but it is up to republicans in the house to call a vote. >> in the case of the speaker, i don't refuse to hold a vote per one of the key players, chris van halle, ranking democrat and house budget committee says he understands the public frustration -- hollen, ranking democrat and house budget committee, says he understands the public frustration. today the house speaker said he will not call for any votes until the senate has voted. possible new year's eve a vote on monday. mitch mcconnell went to the senate floor and said his hopeful and optimistic. those are two words we have not heard much of in the past couple of weeks.

do you need? nancy pelosi and you're going to have to get democrats to get something through the house. and so, i certainly think republicans hurt themselves in their leverage and look at the polling, 51% of americans have a favorable view of democrats, 31% of americans have a favorable view of republicans, and i can't imagine after watching what happened last night that those numbers for republicans have gotten better. i imagine they've gotten worse. i think the last thing i'll say here is for speaker boehner, he is in a very weakened position in terms of, you know, trying to bargain because he couldn't -- the plan "b" was a terrible, terrible deal from the democrats' perspective. had lots of sweeteners that the republicans wanted in terms of cuts. and he couldn't get the votes for it. >> well, for a lot of reason. dan greenhaus, you know what happens? if the fiscal cliff goes to january, the middle class tax cuts won't be extended, right? they end. but if you're a republican in the house, you'll be voting for a tax reduction. in other words, the first they expire on december 31

would any speaker, whether it's john boehner, nancy pelosi or anybody else, allow a bill to pass like this, especially one that violates four republican party doctrine that would raise taxes, would they allow it to -- and the answer to that is probably not. democrats have alleged for week now what john bain ser doing is waiting until the gavel is safely in his hands for the next congress. that happens on january 3rd, when they formally elect a speaker. that's one theory, but probably the thing that make the most sense is the fact that then it becomes a vote to cut taxes for 98% of americans, instead of allowing them to rise for 1% or 2%. that is something logically the republicans would probably or more likely go along with, though at this point who knows where we'll end up with on this thing. january 3rd is the new congress. in the days after that, that's the inertia it scenario. >> gentlemen, thanks so that. i appreciate it. >>> we want to bring in today's panel s perry bacon, democratic strategy margie omero, and chip saltzmann. i want to talk about with what steve la tourette had

nancy pelosi and the wimps in the chambers are trying to figure it out. the right combination of the income threshold for tax increases with entitlement cuts, we haven't found it. the theory that republicans only want to pass something with the majority, that worked for haster when he was speaker. it's hard to see what kind of tax increase will get a majority of republicans and bring along enough democrats. boehner couldn't pass a million dollar tax increase. why do we think he can get something out of the house if they lower it to 400,000 or 500,000. we are skeptical that they can come together with the solution in the next five or six days. >> marty, we spent a lot of time talking about the house. what is mitch mcconnell thinking in the senate? >> he is a fascinating part of this. first of all, he is probably going to vote against any deal that raises taxes. whether he actively whips against it or lets it go, there is a number of senate republicans who seem open to upper income tax increases. some of the new england moderates, scott brown and susan collins. it doesn't seem like it

really scaled back his ambitio for the immediate time. he said, look, guys, nancy pelosi, come back, try to do the minimum, try to do the least amount of harm. and then come up with some way to say that we'll address bigger issues in the new year. >> he proposed tonight a smaller package, a smaller deal. what will this mean for the economy? what will it mean for the deficit if this small deal, mini deal is passed? >> well, that could be a big problem because basically he's left out a lot of critical issues. the sequester. we didn't hear him talk about that so we don't know how they'll deal with the automatic spending cuts and defense. and he didn't talk about the physician payment issue. physician under medicare are expected to get a 30% cut at the beginning of year. we don't know how that will work out. >> and he didn't say anything about the debt limit and this is one of the things he wanted in this fiscal cliff deal. by leaving that out, are we in for another big fight next year? >> it certainly looksike i t ses to be-- and i'eard this from many people-- that republicans think th

nancy pelosi and for you panelists for providing this informative seminars. for our young company, we are a distribution company. i just heard you mention that you do not loan for the sale of alcohol. is that separate from distribution of wine? >> s.p.a. -- sba makes loans to winery's, stores that sell wine. i am not exactly sure what role you play in distribution. the federal government ought -- got out of prohibiting alcohol and long time ago. we are not in the business of regulating all bohol, beverage distribution or sale. we make loans to businesses who sell alcoholic beverages, restaurants, stores. so is not an sp a prohibition. it is regulated on a local level. we have made loans to a lot of businesses that have some degree of an alcoholic beverages, one distribution. >> terrific. following up to that, can you give any advice on particular resources that would speak perhaps to any tax benefits, subsidies in place for both domestic distribution of wine, as well as exports? >> why don't we take it off line. i think what is the case, there is a lot of complexity to the incentives
